NAME
    mne - test for inequality of real numbers modulo a specifed number

SYNOPSIS
    mne(x, y, md)

TYPES
    x		real number
    y		real number
    md		real number

    return	0 or 1

DESCRIPTION
    Returns 1 if and only if x is not congruent to y modulo md, i.e.
    for every integer n, x - y != n * md.

EXAMPLE
    print mne(5, 33, 7), mne(5, -23, 7), mne(5, 15, 7), mne(5, 7, 0)
    0 0 1 1
